GENERAL POSITION SUMMARY
The Community Planner will prepare, organize, and implement community-based neighborhood planning projects. These projects require excellent organizational, facilitation, and communication (written and oral) skills, as well as research and technical abilities. This position will oversee community planning activities with broad process/program responsibilities, representing the department and City to a variety of community organizations. Lead the effort for this new approach to delivery of City services, and information to the public. Coordinate a comprehensive approach to community-based neighborhood planning.
ESSENTIAL JOB FUNCTIONS
1) Develop, coordinate and monitor work programs and flow for community planning activities, such as preparation of community development plans, community revitalization plans or physical neighborhood improvements.
2) Help facilitate the organization of community, neighborhood and business groups in order for them to be pro-active in development of community or neighborhood-based plans. Once organized, provide facilitation, information and resources to ensure that these groups are successful.
3) Respond to questions and explain planning process to customers, citizens and businesses as needed. Create, maintain, and update all records relating to project files.
4) Respond to public inquiries of the planning process and public policy information. Advise appointed and elected officials on public policy, planning procedures, comprehensive and special plans, and regulatory ordinances. Participate in inter-governmental committees as assigned to analyze, evaluate, and resolve public policy issues.
5) Assist, or lead efforts to revise ordinances to implement new concepts, legislation, or policies. Prepare goals, objectives and policy statements for boards, commissions and citizen committees to consider for inclusion in the Comprehensive Plan.
6) Administer and maintain agreements and contracts with public agencies, funding agencies, and private organizations. Monitor technical work of consultants, contracting agencies, and other organizations to insure contract compliance.
7) Develop, implement and maintain methodologies for data collection and analysis.
8) Prepare staff reports, oral presentations and visual aids on proposed policy or plan changes to boards, commissions and community groups.

INTERPERSONAL CONTACTS
Position maintains a very high profile in the community with media exposure and frequent contact with the public, other agencies, and other elected and appointed officials within the City. Regular, extensive interaction will occur with citizen advisory groups, and city staff. Ability to establish and maintain effective working relationships is required. Requires the skills to keep multiple tasks on target in a positive and organized way.
PHYSICAL AND MENTAL CAPABILITIES
Requires the ability to prioritize, plan, organize, implement and evaluate a wide variety of tasks. Service to the customers of the department is given highest priority. Tasks are often undertaken with time requirements and the ability to manage multiple and competing priorities. Must utilize computer applications to perform the work of the position, including word processing, permit tracking, and spreadsheets. Also, may be assigned duties to implement computer graphic, mapping and geographic information system development and administration.
JOB CONDITIONS
Duties are performed in an office environment requiring sitting for extended periods, walking under field conditions and occasional lifting under 20 lbs. Frequent evening meetings will occur.
EDUCATION AND EXPERIENCE

Four year degree in urban, regional, or city planning, or a closely related field; or five years of previous community planning experience.
♦ Two years experience working in community planning, one year of which should be either in a local or regional planning office, or a non-profit organization
♦ Required proficiency in word processing software with the ability to operate data base programs within six months of employment.
♦ Valid Washington State driver’s license.
